Denied SOP/DEA WarFund

What does this suggestion change/add/remove:
This Suggestion would give SOP regiments/departments (Mainly DEA and CI) a Warfund accessible through a different version of the tactical tablet (maybe a "trade tablet") that does not have drone/air strikes but has access to a fund to be traded across GOI's

Has something similar been suggested before? If so, why is your suggestion different?:
Something similar has been suggested before that also had the trading idea however it would also have allowed SOP regiments to utilize airstrikes which seemed like the main reason it was denied.

Possible Positives of the suggestion (At least 2):
-DEA and CI no longer have to pay out of pocket to buy back things like SCPs or Hostages
-the implementation of a "trading tablet"/system could allow for more negotiation RP


Possible Negatives of the suggestion:
Could possibly water down the seriousness of negotiation RP as there may no longer be a bit of back and forth now that personal money is not on the line (but having good RP skills is part of being a Special Agent+/CI Officer)

Based on the Positives & Negatives, why should this suggestion be accepted:
the main reason I suggest this is because at least in the US server there has been a problem with monetary negotiations as most people do not want to give up personal funds for SCPs or Hostages (which frankly get kidnapped all the time) it also makes sense that the GOI's would have a fund dedicated to negotiations rather than having people using personal funds. The usage of this should be restricted to DEA Special Agent+ and CI CO+ to allow for smoother negotiations. the system could also be built on in future suggestions to add more than just monetary exchanges (maybe weapon exchanges or something else)

warfunds for all factions has been suggested before and was denied by the content team because "they would only really be usable for a few things such as hostage negotiations. with that, it wouldn't really hold the same weight as actually kidnapping people."

it still honestly makes no sense that the members of each faction have to pay out of pocket and not the faction itself as a body - i feel like there is a way to implement this so that it... like, it should be like a money pool of sorts that can be contributed to and pulled from.

we have chem fridges in each faction, in F for departments specifically and chems get contributed to that to be used for purposes within each department. i don't see why warfunds can't be a similar thing where money can be contributed to pay for hostages, inter-faction deals, etc. maybe it could be a (very difficult to get to) raid target, maybe having the money pool grow confers some kind of boon and/or is tied to some IC policy and the more hoarded, the better off for the faction - so that it genuinely bites when it has to be used, and factions have to think twice about using it.

i don't like that this is not being explored, even if we don't see it until way off into the future. this is very explorable and would be a genuine enhancement to RP, and i disagree with content team's prior decision to not at least make it a future consideration. i +Supported warfunds for all factions in that thread and i still +Support warfunds for all factions now.

My intention was not to specifically deny CI from having one I simply wrote it with foundation in mind, I'm gonna edit the suggestions wording to help include all factions

Warfunds is not needed for foundation or ci . Goi should be only one with because it makes more sense its a UN with limited spending from founding by nations to use on eliminating SCP while, the foundation doesnt get income or the ci.
Also what is the warfunds really going to be spend on other then trading Prisoners. It just doesnt have no real weight and doesnt encourage rescues if you can spend warfund that have no real value and will be earn back overtime.
ALSO WHAT YOU SPENDING YOUR CASH ON OTHER THEN KNIFES AND SKINS.
