" What Ethics Committee role are you applying for, and why? "
I'm applying for the Ethics Committee Chairman/Chairwoman position.
I’m applying for ECC because I wish to assist in improving the gameplay loop and rp loop of all departments. Climbing the ranks in DEA has given me a fresh perspective on the server, and the roles some take within it giving me a better understanding.
Am I aiming above the target? Probably. But even if i get a smidge of a chance i’ll attempt it. In DEA I've assisted in improving the RP sector of it. DEA initially was meant to be the RP side of SOP, but they’ve been nudged more to be combative. Along with this i’ve been attempting to coach newer players on how to create their own RP, along with how to interact in certain situations. I did this through updating the IG induction.
" What makes you the best candidate for the Ethics Committee? "
In my time of reflection and observation I've noticed several recurring issues with the Ethics committee and how they conduct themselves. No shade to them, they’re lovely individuals but I think there are many areas that need improving on.

In the bluntest sense- the Committee should be a more passive side to the Foundation, they should be mostly working from the shadows and appearing as individuals who push pencils to paper more often than not. That is if we’re basing it on known SCP lore. Their power is meant to be secretive, they’re meant to collaborate with the O5. One of the core aspects of the Ethics Committee is the Longest Lie. Yet it seems to be lingering on being found out.
However… I don’t see much of that. I’ve seen multiple conflicts between both the O5 and the Ethics Committee, resulting in needless losses to both. Sometimes over situations a simple meeting on common ground can resolve. War can be fun. But it’s not fun when it's constant. Along with this, I’ve heard of a few incidents- involving an ethics members being caught in violation of the FLC.
‘ Rules for thee, but not for me ‘ scenarios that shouldn't be occurring, not as frequently as i’ve been hearing. It can make some good rp, but it's not good when O1 are then ordered to gun down all witnesses.
That doesn’t make sense for an Ethics member, blind massacre of their own for concealment of one's own crimes. You could attempt to argue it based on ‘ethics lore’, but is not the baseline of their existence following the servitude of the mission statement? Secure, Contain, Protect. They follow that by determining what is, and isn't Ethical, they set the baseline of what is acceptable under that mission statement. Killing people attempting to arrest them for an avoidable crime… Isn’t what Ethics is about.
How would I go about fixing this?
Accountability, if an ECM, ECA fucks up- for lack of a better phrase. They are punished and held accountable for the problems they’ve caused. Of course I'd investigate the situation, requesting evidence to be gathered by IE / ISD. I won’t follow in the mistakes I've seen so many others cause. If it’s an honest mistake I will guide and assist the offending individual in improving themself on an IC basis.
A change of mindset, I’d encourage the ECM’s, IE & assistants to change their perspective on the O5, we’re meant to be counterparts, yes, but we also need to collaborate with them for the betterment of the Foundation. Aggression over minute issues shouldn’t result in firefights. The EC is meant to be seen as ‘pencil pushers’, ‘desk warriors’ and other such things. Their power isn't meant to be known, not openly. They observe and act strategically. Conflicts should only be instigated in the occurrence of Primary Action becoming a necessity, or in instances of kidnapping of an Ethics member/ Assistant / IE operative for unjustified reasonings.

Overall I've seen instances of lack of communication between various departments. A loss of identity for some. I wish to work on improving communication between site leadership, ensuring those who regularly interact are able to be on the same page. Along with this I would like to assist in improving gameplay loops on an IC basis if possible, introducing storylines tailored to each department.
For the most part, I believe I can achieve most of this through my ability to listen to concerns- the main issue I'd encounter is likely a lack of communication to me directly. Something I've experienced many times in the past, despite me stating I'm open to conversing through concerns.
> If the situation is primarily from an IC perspective I'd likely place an operation for either IE, or the assistants. Give them a new task they can dig into.
> If it's on an ooc basis I'd request to talk to the person to aid in identifying the issue along with guiding them to possible solutions.
Another aspect of communication I will aid in, is guiding them to follow the proper chain of command. Oftentimes, people take issues to the highest ranks on site- without following the chain correctly. Most occurrences don't even apply to the individuals they go to, they simply don't handle said aspects resulting in mishandling of the situation and overall confusion. I want people to feel heard, not ignored.

For the most part, I wish to improve their standing within the site. IE should be a respected part of ISD, aiding them in sting operations & hostile situations. That's their cover story after all. I’d aim to improve relations through joint operations & trainings, encouraging more interaction for both sides. On another note, I'd encourage more assistance in codes through competitions and incentives. If you gotta help with stopping a CI raid for the 45th time, might as well offer a fun bit of friendly competition with your peers.
As for assistants, most of them are lovely, some a bit more goofy than others. I’d aim to offer them more to do, through investigations and operations, trusting them to act as mediators in discussions where needed. Gradually teach them the ropes in order to prep those who wish to further their rank in the Ethics department.
I’m someone who likes to create more in depth story lines, I’m able to create spontaneous rp- but I feel a lot better with a planned general idea of story lines that permit creativity from my fellow players.
Newer scenarios :
Within my first few weeks of DEA, I collaborated with a CI GM to create a new possibility for surface and DEA RP. Tactical Tablet hacking. There's a high chance it's been done before- however this version of it included in depth explanations of hacking within the systems. I then went onto turn this into a fun cross specialised training. The people who did partake had a decent bit of fun.
Older scenarios :
People know about the entity known as ‘jester’, that Chris Helman adopted by force. That was linked to my ‘Tavern in-between’ event. It was silly fun for all of the foundation, but important on the note for IE. They needed information, and the bartender was willing to divulge it, at a small request.
"Requilery of a madman" was the final event in this chain, it was a bossfight based event- initially people told me it was confusing. Once they understood what to do, they enjoyed themselves.
" What are the responsibilities of the Ethics Committee in RP? "
The Ethics Committee operates on a long standing lie, to be seen as 'useless pencil pushers', as they are the ones who deem what is necessary for the mission statement. Their name “ The Ethics Committee “, is merely a front, a disguise. They prioritise themselves to ensuring the foundation remains on its path and upholds its principles of Secure, Contain, Protect. One of The Ethics Committee's most vital duties is the observation of the O5 Council and their practices, to protect them from corruption. They will intervene when the council participates and orders unethical procedures. The Ethics committee will prioritise passive interaction and partake in advisatory actions with the O5. If threats or directives are utilised, there is a risk of exposure to the primary action, resulting in further conflict affecting the site as a whole.
Primary Action is the utilisation of MTF Omega 1 to mass terminate the O5 council, subsequent replacements will then be allotted. Utilisation of this drastic action requires an Ethics Committee vote, and utilisation of such acts as a mark to show the failure of the Ethics committee to prevent corruption among the O5 rankings.
The Ethics Committee will intervene if they believe a test has no value to the foundation other than for the maim or harm those involved in the test. This could be the anomaly itself being tested in a manner more akin to blatant torture, or researchers inhumanely utilizing D-class for tests sending them to their deaths without the proper procedures being taken. The Ethics Committee Ensure Ethical and humane treatments of D-class personnel being utilised for research, and the same for sentient or sapient anomalies within containment.
The Ethics Committee will also hold other higher ranking positions and individuals on site accountable for any FLC breaches, they do this by collaborating with ISD by aiding in approval of Tribunal requests, and if necessary will act as judges in legal cases. Overall they work with ISD to ensure any and all departments are following the Legal codex. No one is immune from the law of the site, not even those who write it. Along with this, they observe the site-wide actions to ensure adherence to the FLC and mission statement, every department with their rules and policies.
Along this note, the Ethics committee will perform regular audits on all departments to ensure the ongoing following of the FLC and documentation standards are upheld.
The Ethics Committee utilizes and manages Ethics Committee Assistants to keep eyes around the site, to ensure the smooth running of operations of each department. This is done through placing project orders, for both personal and general posts for information collected to be combined and verified. If necessary they will utilize MTF Omega-1 to aid in more controversial operations, or to act as additional informants through orders and POI boards. However it should be stated that MTF O1 's connections to the Ethics Committee is prohibited knowledge by anyone other than Site staff of clearance SR CL4 and up. The Assistants and O1 are proxies for the Ethics Committee.
With the recent lore changes on the servers, they are now referred to as Law Enforcement (IE), and this guise is to be held for their operational security.
The Ethics Committee can utilize site Apparatus' such as;
> Calling in Emergency Response Teams, this could be in instances of particularly nasty breaches, breaches where the utilisation of AA has not been successful in stopping said breach. Another use is to call for an additional unit of ERT if the initial agents have failed in their efforts.
> Utilisation of the Alpha Warhead, activation of the Alpha Warhead should only be utilised when ERT and other containment efforts of anomalies or biohazards have failed. A code black is to be called to allow for site staff evacuation, after a short time span it can then be activated.
> Site wide Amnestications is to be used in instances of mass information leaks that can and will affect the ongoing of site procedures. ECO, Floor 3 and Emergency Operation Center are areas where the mass amnestication will not reach. As individuals in these locations tend to have the clearance necessary to know the information, unless stated otherwise. If certain CL4 individuals are not permitted to know but are in any of these locations, they must be amnesticated manually.
> Mass terminations of D-class personnel, this is for instances where multiple sweeps have failed and they still have access to weaponry or the information they’re leaking. In situations of mass infection outbreak for cases such as 008, Mass termination is also utilized to restrict the possibility of a site wide breach.
Those are merely the basics of the base line ECM position, the ECC shares a more vital role. They enact as the direct counterpart for their overseer opposite. Ensuring they do not diverge from the mission statement of the foundation for their own personal gain. This doesn't just apply for the overseer council, but also for the ECC’s own members.
The ECC is responsible for the actions of the Ethics members beneath them, it's their responsibility to ensure they do not forget what their position entails and their duty to the foundation.In the case of an ECM breaching the FLC, its the duty of the ECC to act as the judge in the case, and come to a final verdict. So be it a removal or sent for a higher tribunal.

As a CL5 holder, individuals holding the rank of ECM & O5 are expected to act as Roleplay leaders. Assisting in keeping ongoing scenarios in check and assisting in creating such story lines for the enjoyment of those around them. This includes collaboration with the members of O5 to ensure consistent decent to high quality story lines for the player base.
In addition to this, they must work with SSL, alerting them to issues that may need intervention. Or plans that they wish to gain approval on.
Appointment of New Ethics members along with training the new individuals on their purpose and role, Omega-1 Commanders, Ethics committee Assistants and ISD Directors. Along with this responsibility they must offer feedback to individuals applying in these positions with introductions depending on the position (O-1 Commander, ECA and ECM. ISD director if there isn't one currently appointed).
Participation in O1 regimental meetings to voice opinions on how to better the regiment, and help with maintaining it. Along with this to issue orders to them.

“ Let me guess, he wants to open another dimension gate again, despite him being specifically banned from enacting such procedures due to his lack of understanding of the protocols? Banned by his own directors I must add. “

“ This isn't our jurisdiction, Stilenski. So pass it on to his superiors. Note it down on his file, another attempt to subvert the command chain. “

As for rp scenarios, initially i’ll be moving around interacting with all the departments gauging what's going on with them as of current. From there I'll be crafting varying story lines, one of each department if possible. Some may be more drawn out than others.
I know my chances are low, but hey! Maybe I can beat the odds.
