He only means when you're downed and still alive, NOT completely dead. there is a CHANCE because it can hit spots that will not paralyze you but only temporarily disable your movement.

I would completely agree but due to its low energy, NOT having extra HP, and overall being weaker than your average GOC, it just makes sense for it to be slightly stronger than your average member as it currently isnt. EX: CI-Alpha --> CI-Type blue | Researcher --> Thaumatologist

while some might complain its not 323's fault and that some factions are too "overpowered", the most realistic approach is to buff 323 instead of changing 2/3 of the servers armoury (GOC/CI). any scp is weak when put up against a large number of people but 323 is unrealistically bad.
