When I was GOC CPT Foundation made it impossible to do jack shit, would constantly be asking for diplomatic meetings and such but got constantly ignored because of "Bad Relations" (GOC LCPL Shitass got on field op and stole a Nu-7 disguise or fail raided)

Nu-7 and E-11 are the exact same, (unless the rule changed, idk because I'm banned from discord.) Honestly the jump from Cl3 to CL4 is worse for them more then GOC. Edit: GOC Attaches rank in the chain is their actual rank outside of attache

From my knowledge, LTs do significantly more than DELCOMs. The reason for the initial change in making DELCOMs Jr Cl4 is because they do jack shit, and SL wanted someone to be able to auth raids without a Sr being on. This could help with GOC players numbers though so idk +/- Mixed support
