In my opinion, maybe a separate comms blacklist that prevents ocomms would be nice. Think of it as a "blocking external communications" function available to SA+ (or whoever you deem responsible enough to manage people's external communications)
To be fair, I think Cartographers should still be able to. This seems more like a situation in which nobody reported that they were unable to, rather than intended. That's just my personal opinion though, and I hope to see more dimensional testing where they can credit people like normal...
