Accepted Breach Ambience QOL

What this suggestion adds:
  1. Breach ambience should not play if there is no active code 3, 4, or 5
  2. SCP kills should not play "scream" effects if there is no active code 3, 4, or 5
  3. vwar_scp_ambience_debug console command should be disabled for regular users

Possible Positives of the suggestion:
  1. Avoids confusion when non-breached SCPs kill (912 during a riot, sentient SCPs during tests), maintaining immersion in non-emergencies
  2. Removes a cue that works against silent breaches which prompt E11 to check SCP cells for no reason
  3. Minimizes console commands that may provide unfair advantages

Possible Negatives of the suggestion:
  1. Development time
Based on the Positives & Negatives, why should this suggestion be accepted?:
Should be a relatively common sense change. If easy to implement, I believe most players will agree should have been fixed a long time ago.

From experience and seeing it, people have and WILL use the breach ambiance to metagame a breach. It should be reduced or have it play under more specific things like activating the Code 5 alarm
