What does this suggestion add:
Hide the console logging of restraining to regular players and migrate them to staff logs only.

Possible Positives of the suggestion:
Generally enhances roleplay by creating doubt. The lack of OOC knowledge incentivizes roleplayed discovery, negotiation, and counter-espionage to confirm the presence of a captured entity. CI and DEA will be able to more easily get away with a hostage, as well as preserve the integrity of their cover by actually being able to operate completely in the shadows; provided they don't immediately kill their disguise target.

- Successful secretive kidnapping may occur, allowing certain factions or groups to operate without anybody else knowing at all, creating high-stakes relations roleplay based on roleplayed discovery
- Rewards intelligent spies who can capture and keep disguise targets away from the general populace, preventing a duplicate ID situation
- Factions can't find clever ways to pressure for the whereabouts of a captured player/SCP that they wouldn't know of in-character
- Restraining becomes harder to track for "OOC purposes" (moved to staff logs anyway)
