No, shouldn't be the case at all.

C3 comms exist for tactical call outs, AOS, etc. AO are applicable under the FLC and shouldn't be able to receive any kind of forewarning about ISD action.

I can already see the Alpha-1 slop, "Who do you think you are, Agent?" in ISD comms after he places an AOS on a private.

This is an awful idea. ISD can arrest AO, and AO don't oversee ISD in any way, this doesn't make any sense. If you need something from ISD comms, your SC can already access it.
