Description of the incident: I was a D-Class and while I was out of D-Block I received no warning. Just a gun fired to my face so I lost my CL2 and my M9 which no one saw that I had until I was killed then it dropped from my body.

The reason I shot him was due to reports of a mass D-Class escape, and I generally believed that most, if not all, of them were armed. I understand that under Rule 5.3, D-Class outside the airlock may be killed, but they must be given a chance to roleplay if they are being compliant. However, we had reports over the radio that they were not following orders and that some of them were armed.
 
Hello, I will be dealing with this report from now on. Before I come to a final decision, I have a few questions:

@charlieshadow09 Did any of the Foundation Members let you out of D-Block to do a work program? And do you have a longer clip that is able to give more context before you left D-Block?

@Fortune Although there was report of D-Class that were loose, why didn't you make sure if this D-Class was possibly on a work program? You could have searched him rather than just shooting him without saying anything.
 
I was not on a work program at that time and I do not have a longer clip. The only thing that I saw before this incident was that I saw barely any D-Class in D-Block. Also to his point, in rule 5.3 "if they are being compliant", I was not doing anything harmful and was being compliant since no combative personnel told me to "Stop moving".

From what I know of the current policies, medium-risk security inmates are not allowed to be on work programs

Hi @charlieshadow09,

Thanks for taking the time to make a player report.

After reviewing the evidence and heard both sides, I am confident that what @Fortune has done was RDM, as per Staff Ruling 4.01 D-Class Termination. Although the D-Class had a weapon and a keycard (this was unknown to others however), he showed no resistance and could have been easily detained and searched rather than just being shot without a single word.
