Denied GENSEC Leadership Loadout Change

What I am suggesting is that Seargent+ should get metal cuffs added to their loadouts, I cannot tell you the amount of times I've had to drag a chef, tech, and/or a researcher out of Dblock during Code 2s or to take them to ISD because they are busy or not replying.

Pros:
This would allow GENSEC leadership to better arrest unruly site staff without tipping them off to run as you go to a dispenser.

Cons:
I can see this change being used to abuse the cuffs, however with SGT+ being whitelisted roles, I believe that GENSEC should be able to repremand abusers responsibly.
