Denied New Surface Group for RP [The Serpents Hand]

What does this suggestion change/add/remove:
<br>[Possibly Surface RP and RP in general to add more variety for GOC and CI and of course Foundation. Going in depth however this suggestion/idea was based on personal RP and gameplay and it seems pretty bland if its constantly the same thing or just seems either unproductive or not enough going on up top although I can not be speaking at all for I have no say nor word to be suggesting this for what I have done but thats not the point of this suggestion. Basically this suggestion is meant to add a new group for surface either replacing parawatch or being added for parawatch to work with due to from what ive seen parawatch and CI interaction is either always no or just dont work with parawatch alot or at all depending on who speaks to who which is why this was made and meant to fill in small RP issues present with parawatch]<br>

Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
<br>[- Possible new parawatch RP that can get more people to interact and play as parawatch for more interesting RP
- Most likely this will enact new and more interesting ways how you can RP on surface or in site of CI GOI and etc leading to new improved agreements with other groups or more interactons in general]<br>

Possible Negatives of the suggestion:
<br>[- It will be likely thta this can cause new issues with current rles during surface combat and raiding other places.
- It will likely in the event that this will have to enact new frustrating things for other groups like CI and rework other groups ]<br>

Based on the Positives &amp; Negatives, why should this suggestion be accepted:
<br>[Based on the positives and negatives this should be accepted because due to low or just no parawatch RP at all it will help server RP for parawatch and maybe even improve onto parawatch RP to be able to make it more alive ad could add a new group job for citizens due to how the serpents hand acts and works it would make sense for other citizens or even parawatch to wanna join them or work with them and more.]<br>
(Im highly aware this is doubtful suggestion and most likely will not work or be accepted at all but it was worth a shot)
 
IMHO serpents hand as a goi doesn't tend to pan out well on most scprp servers i've played on, usually either ends up becoming very op with all sorts of magic, or becomes another pointless faction nobody wants to play.
you never know and plus this server isnt like others more stable with that stuff so you never know about what may happen and such
 
The content team has upheld for a long time that new GOIs will not be added. And I agree with that. Let's start with the current surface gameplay loop. It's boring. To be more specific, the faction dynamic on the surface is very bland due to an empty civilian gameplay loop, causing any actions GOIs take on surface to mean literally nothing because there are no civilians to reflect the consequences of foundation or GOC failure, or CI victory.

The civilian gameplay loop consists of holding E on boxes and running into vents until a staff member warns you. And uhh, that's about it. Cooking you can do in foundation, as well as money printing (let's not act surprised). So it really leaves surface bare and without any people, so if 682 breaches on surface, the foundation isn't really treating it like a CL4 SCP is terrorizing a town full of people, it's more or less just another more annoying location to fight the SCP.

Now I could go on and on about how introducing a small form of dark RP on surface could create a new sector of the economy and also give surface life, but I won't do that now. For now, I'll address the Serpent's Hand, which, for the record, will already be in Site-9, so that's yet another reason this will not get added to Site-65.

The Sepent's Hand as an addition will not fix the underlying issues mentioned, and will also just make the faction dynamic more of a mess. Also, where do we put them? We don't have a spare base or dev time/manpower to make them, unless you just want to copy it from Site-9, then shove them in a tiny house.

There are many more reasons this won't work; however, I think you get the idea. I do agree that the surface gameplay loop needs to be redone, just not with the Serpent's Hand.

Thanks for making a suggestion however we will not be going ahead with this suggestion.

There are numerous reasons for this;

1. Nowhere to place a fourth GOI - we do not have the map budget or space to fit another GOI.

2. Two antagonistic factions will not provide any benefit to the server , rather it would divide the playerbase even further.

3. Serpents Hand is planned for Site-9

4. This would make it harder for balance, monitoring and management of the GOIs and rank structures, plus content would be harder to give.
