What does this suggestion change/add/remove:
Intended to improve activity in and with the RSD, this would add a series of quests for researchers to complete for EXP, Money, and even samples too.
There would be a dedicated Quest NPC similar to the NPC in D-Block for D-Class. Provided quests would be something like:
When I say "tailored" documents, I mean documents of value and quality which would be the biggest limitation for the game to judge without another player involved. I would love actual documents to be apart of regular gameplay than just a pass for sampling SCPs or spreading memes, and this is so far the best way I can think of to give them a better role.
Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
Increased engagement with and within the RSD, a notoriously boring and underplayed Department in the server.
More potential for role-playing scenarios and events in and outside RSD.
More engagement with the document crafting and event scheduling systems.
Slightly increased involvement from other Departments such as Ethics, ISD, and E-11.
More usage of the lecture hall.
Possible Negatives of the suggestion:
Some players might flock to RSD just for money/EXP instead of roleplaying too.
Potential farming techniques for money and exp.
Technical limitations.
May require reform for some IC SCP testing/sampling regulations to make some SCPs more accessible to researchers.
SCIPNET may need some extra attention for bad actors.
Some quests may require a great amount of players involved to be completed.
EXP gain from other sources may need to be tuned to balance out progression rates.
Based on the Positives & Negatives, why should this suggestion be accepted:
I only understand so much with what is possible regarding RSD; but with more player input around this suggestion, some better and more feasible ideas can come to light with a quest giver NPC for RSD. I really want RSD to be livelier as it is just bland and unrewarding in its current state; the only purpose for RSD is collecting samples for other jobs and giving credit.

- Witness a subject collect a sample for SCP X.
- Observe an SCP for N time.
- Submit a (tailored) document.
- Submit N mL from SCP X.
- Upload a (tailored) document to SCIPNET
- Send a sample or document through a pneumatic chute.
- Hold a lecture in the lecture hall with at least N attendees present.
- Receive credit from N CL Personnel.
