Content Suggestion 035 and hacking changes

What does this suggestion change/add/remove:
-Add a minimum amount of players to start hacking scps out (Just like breach tool)
-Change how 035 hp works on lowpop (he is by far weakest lowpop SCP in the game and needs buff if he's not allowed to hack things out)
-Disallow lowpop 079 breaches

Has something similar been suggested before? If so, why is your suggestion different?:
I dont think so

Possible Positives of the suggestion (At least 2):
Makes it so 035/079 cant cause nighttime code black and it wont ruin server health heavily
Prevents the guaranteed lowpop nuke by going either 035>7722>682
Or 079>035>7722>682>8837

Possible Negatives of the suggestion:
079 Would be disabled below certain pop which i dont think matters much and 035 might become way too weak thats why im suggesting changes for his health

Based on the Positives & Negatives, why should this suggestion be accepted:
Server health and preventing guaranteed code blacks

This already exists. EDIT: Thought you were talking about hacking the SCP out itself, not hacking AS 035. +Support

I can agree slightly with having 079 disabled on low pop. Considering that you need a CL4 to get inside, or be on NHU. Plus if you die with your hacking device that is a long wait (unless you're a CU having to hack every door to enter 079). Even when inside, 966 or 106 could easily get you. I believe 079 shouldn't have a flag on until 40 players are present on the server. (same way how keycards are for d classes to buy)

Well, Containment Specialists spawn with TE-5's and also have Override on the SCP-079 doors.

I'll -support the suggestion, for me personally SCP-079 and SCP-035 have not been a problem on low-pop, so I don't see a reason to nerf them in this regard. If there is one SCP that I'd have nerfed/changed is SCP-173 during low-pop, the amount of HP he gets is absolutely insane, and if you can only gather groups of 2-3 to help recontain him you'll easily die 15 times to get him to a beamable bodymass. On the other hand, buffing him more during high pop, because he just gets absolutely beamed by 10+ people and there's nothing he can do
