Partially Accepted Make Dispenser Cooldown per faction rather than global

What does this suggestion change/add/remove:
This makes the dispenser cooldown per faction rather than global for every single dispenser. If I grab a scranton from GOC base, I'll be allowed to grab a scranton from foundation base, ignoring the cooldown.

Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
Allows people who play separate factions and hop onto a different faction to not have to wait for the cooldown to expire to grab something from the dispenser.
It also allows for a bit of better usage during raids- If I grab equipment in the foundation, I won't be on cooldown in GOC Base.
Makes sense in RP, however this one not so much, it just allows for equipment to be grabbed in different bases.

Possible Negatives of the suggestion:
A lot more equipment being used. Resulting in more people having more equipment.

Based on the Positives & Negatives, why should this suggestion be accepted:
It's a very small suggestion; however, I believe this would be helpful and make a ton of sense, and result in not having to wait after you swap characters.
