This was definitely something I've deliberated a lot on, whether it was with friends, with other potential candidates, or even to myself. I do think this this could very much be the next step in my journey on this server. When I rejoined the serve back in October 2025, I had a singular goal in mind, and it is to become COM of E-11. I now found myself 8 months later having accomplished everything I have wanted to within the regiment and even then, still having new ideas that allow me to continue to innovate.
I do not know what the future holds for me, however, I do know that it is best to try and fail then to have never tried at all.
What makes you the best candidate for the O5 Council?:
Plain and simple, I want to expand on the type of RP and the quality of RP occurring around the site, whether that is from a Site Command perspective or Foundation-wide. I believe that my tenure, while not as storied as some others, has allowed me to gain a fresh perspective on roughly every facet of this server, whether it is from a Clearance Level 3 POV or beyond. I do not believe tenure is sufficient enough, however, so I will quickly outline some of the accomplishments I have achieved with the roles I am holding/have held:
E-11 LTCOM:
This section will cover my entire time spent in the regiment (8 months and 13 days from the time of writing this). To begin, my biggest accomplishment within E-11 was thoroughly and effectively increasing the quality and quantity of roleplay happening within the regiment. This all began with the authoring of a simple document known as the SCP Enrichment Program for Compliant Containment (SEPCC).
The SEPCC was a document that was in essence a guide for E-11 to roleplay, specifically with a neglected facet of RP at times, SCPs. The guide highlighted nearly every SCP on site and offered different "enrichment" opportunities that E-11 could do to further develop and understanding of SCPs. Furthermore, it also allowed them to reach out to other departments on site who might not often have SCP interaction, such as the medical department. This document is still up and is still currently being utilized by E-11 to this day despite having been authored months ago.
Besides that, I have done a lot of administrative changes to E-11 that have turned the regiment towards the better. I was instrumental in eliminating "checkpoint gameplay" which expanded how E-11 approached their duties in and around the site. On top of that, one of the more recent changes I have implemented was the elimination of hour logging for CSGs, which has further pushed them into the "CO-lite" role that we desire from them and as such has improved the activity of our CSGs in tow.
The regiment is the best it's ever been and I am confident in leaving knowing that I have set a good CO team who share the same principles with a different ethos to how they approach leadership.
Special Agent Soren Sondergaard/Francis Beaumont:
I had initially joined DEA during one of its worst periods on the server. I saw the department suffering from a lack of activity and direction and I had just recently engaged with SOP in general about their lack of effectiveness. During this time I figured it would be prudent to gain perspective on how they operate. I obtained valuable insight on the kind of roleplay that DEA has and bureaucracy of dealing with the other Groups of Interest on the server. Some of my biggest accomplishments happened pre-info reset, such as re-establishing the JL/K9 line with CI that allowed DEA to have a channel enabling negotiations with CI and helping conclude a storyline that a former SGM was running regarding CI obtaining nuclear weaponry.
During my 2nd time around, I hadn't done as much as I hoped I would be able to do, however I did have a hand in establishing initially strong relationships with GOC after the info-reset, by setting up meetings with our site staff and them which allowed the sharing of information and assisted in building a rapport with their members.
Overseer Assistant Daniel Monteverdi:
This is a role that I am fairly new to, having only been on the role for only 2-3 weeks. During this time, however, I believe I gained insight into how the O5 operate and what it means to be an Assistant. During the time I have spent in the role, I familiarized myself into understanding how Alpha-1 works and how they operate around the site. While my work with them doesn't occupy the same extent that a council member might, I did have the delight in working alongside them in capturing and executing a POI which has led into an interesting RP storyline I do wish to follow up on.
Furthermore, I have been following through diligently in the orders assigned to the Assistant and have been instrumental in pioneering one of the current orders that is up alongside a member of the Council which has recently resigned. I am currently spearheading this operation alongside another Assistant and would like to further expand on it if given the chance.
One of my main goals as Assistant was to "de-mystify" aspects of Floor 3. That isn't to say that I would like make the O5 openly known but rather that I would like to provide the semblance of a reason as to why the council is even on site to begin with. I have had the ability to do outreach to different departments around the site with Q&As and private meetings, creating outreach programs for D-Class, and assisting researchers were possible in getting tests authorized and up to standards.
Major RP creation:
As an RP leader, I have assisted in several storylines and have had the pleasure in involving a large group of people, whether during my time as E-11 or beyond that. I will quickly highlight some of them:
One of the first storylines I have spearheaded during my time in E-11 was a treason plot. This came off of roleplay I had been doing with an event character named Theta and my presence as an informant for O-1. After an attempt on my life by members of Alpha-1, I had to conceal my identity and operate within the Foundation under a new name. During this time, I ended up getting in contact with a member of the Chaos Insurgency named Tony 'Butcher' Boyd who I ended up working with to flood A-1 files with garbage data and false flags, thus causing them to scrap anything they suspected could be false. It culminated in a betrayal by Tony, who leaked all the information to Foundation Command with the help of CI-C, and I was taken up to Floor 3 to be judged by the members of the Committee at the time. An O-1 member Grace was friends with interjected, causing the Committee to spare her, at the cost of them permanently forgetting about each other.
This was the culmination of an event series ran by a former SGM. After their resignation, I helmed the storyline for it and delivered an epic conclusion that left a satisfying ending. The story was initially built on the back of the Chaos Insurgency obtaining nuclear weapons after several raids of black sites that contained them. My character, Soren Sondergaard, was sent as a Foundation External Affairs Strike Unit to investigate, finding transactions and evidence that CI came into possession of these weapons. Soren was promptly set out to do so reconnaissance on where they could be stored, finally tracking it down to an abandoned Oil Mining Plant in the middle of the Atlantic Ocean. This allowed the External Affairs Department to raid it and eventually capture the Commander of this plant, Hotel-13 COM 'Umbridge', who revealed that it was PENTAGRAM that was financing the whole operation.
While I was simply one part of a larger whole, I still had a decent role to contribute. I admit that I should have definitely taken a Player Kill much earlier in the story, however I decided to forgo it to continue the development of the plot. Despite everything, I am glad of the contribution that I had and it definitely taught me how to better engage with large-scale and longer term roleplay.
What are the responsibilities of the O5 Council in RP?:
Creation of RP
Plain and simple. This is the biggest responsibility of the O5 Council within RP. They occupy the highest role on the server, and while the Ethics Committee exists on the server, their role is to ensure a line isn't crossed, working as the counterpart to ensure the O5 stay in line. Meanwhile, the Overseer Council's primary role is to ensure things are happening, no matter the cost or outcome. This frees the O5 from any limitation during RP, with the only limit being the creativity of the council member. This could be RP happening around the site, authorizing large scale tests, SCP terminations, etc.
Upholding the Mission Statement
The mission statement is one of the most important things to the Foundation. What this means is that they have total oversight on every on the Foundation. They are the final call on everything from major policies, the containment of certain SCPs, external relations with different GOIs, and ensuring that every facet of the Foundation is working smoothly. This is often done in collaboration with the different departments around the site, whether that is research, external affairs, or even the MTFs at their disposal.
Overseeing Assistants and Alpha-1
One of the main duties of the O5 Council is the appointment and oversight of their Assistants and control over MTF Alpha-1. The assistants are an extension of the council, allowing them to stretch their presence far and wide whenever they are unable to be present. They are designated to carry out their orders and whims, which can be anything from ensuring things are going smoothly with certain parts of the Foundation or discreetly collecting intelligence that the council has requested them to collect.
This segues us into Alpha-1. While the OSA might be the diplomatic arm of the council, Alpha-1 is the militaristic arm of it. Their sole purpose is to execute the orders of the Council, no matter what they could be. They are utilized for missions, cover operations, and when needed, as the fighting force of the O5 Council. This does not mean that the O5 oversee every aspect of Alpha-1 as that is left up to Regimental Command and the Commissioned Officers they elect.
Working alongside the Ethics Committee and Site Administration
The Ethics Committee is the counterpart of the Overseer Council. They are, by design, diametrically opposed. This does not mean that they should always oppose each other, but rather, they are designed to work in tandem with each other to oversee command of the Foundation as a whole. They should be working with each other to ensure the highest standard of roleplay is being created.
This also leads into the work FCOM do with Site Administration. In roleplay, Foundation Command supports Site Administration and assist them where possible, often working with the Site Director to help resolve any issues that may pop up. The Council oversees Site Administration and works alongside them to ensure that they are working up to the best standard they could be in.
Navigating a crisis
During desperate times (i.e. a bad breach), members of the O5 Council can authorize the use of advanced armory and the calling of Emergency Response Teams in the absence of Site Administration. This is needed to ensure that the breach does not cause the site to reach a critical state of failure. Should this happen, members of the council are trusted to call a Code Black to ensure that the facility is sufficiently evacuated while fighting forces hold the line... and if all else fails, they can activate the Alpha Warhead to ensure the survival of humanity.
What are the responsibilities of the O5 Council out of RP (e.g. what applications do they handle?):

Deciding on applications
The Council is the governing body that appoint personnel into different positions on the server. These positions include:
- Site Director
- Commander of MTF Alpha-1
- Overseer Assistants
- Voting on applications of future O5 Council Members
Implementing Policy
The O5 Council decides on policy that affects the site, and by extension the server as a whole. One of these changes that come to memory that happened somewhat recently is the BD policy that E-11 currently enforces being decided by a former O5-1.
Professional Conduct
This somewhat extends to all RP leaders but members of the Council should be figures in the community who encourage positivity and can create an environment that is welcome to all players. This means they have remain professional at all times when handling issues externally, whether it be in OOC chat or on external platforms.
