What does this suggestion change/add/remove:
This suggestion changes two very small but important things.

1. Make Rangers apart of the Foundation.

2. Make the Mayor Independent.

Now let me give reasons for this obviously.

Rangers in Canada are part of the CAF Reserve. In RP, the Foundation's cover name are the CAF. It only makes sense for Rangers who are CAF Reserves to work with the CAF and not the UN.

For Mayor, why would a Mayor report to the UN? It makes no sense. Sure, they may be hired by the UN, which doesn't make sense as I am sure the Canadian Government wouldn't be too happy about. But also, reporting to the UN which is made up of many Foreign Countries is treason depending on the information.

In fact, the criminal code for treason in Canada says this

  • (b) without lawful authority, communicates or makes available to an agent of a state other than Canada, military or scientific information or any sketch, plan, model, article, note or document of a military or scientific character that he knows or ought to know may be used by that state for a purpose prejudicial to the safety or defence of Canada;"
And you may argue that UN is part of Canada, but remember, the United Nations are made up of Canada AND lots of Foreign Countries. Sure, the information would have to be a military or scientific topic, but even then it makes no sense for them to report to the UN and threaten the Canadian Democracy.

Has something similar been suggested before? If so, why is your suggestion different?:
Yes, 2 times,
https://civilnetworks.net/community/threads/ranger-rp-rule-rework.32348/
https://civilnetworks.net/community/threads/removing-goc-stuff-from-ranger-mayor.29443/

This Suggestion is different as I am not asking for full removal of their relation with a GOI. Instead, I am wanting it moved to Foundation for Rangers and Independent for mayor which the mayor part is around the same.

Possible Positives of the suggestion (At least 2):
- Makes more sense in RP
- Gives Mayor more free range.
- Makes surface RP a little more engaging.

Possible Negatives of the suggestion:
- GOC Loses their Surface Roles
- Mayor may abuse the free range.

Based on the Positives Negatives, why should this suggestion be accepted:
Overall, it just makes no sense in character for CAF Reserves to report to the UN and not the CAF who are sitting literally next door. As well as it makes no sense for a Government Official to provide information and take orders by a Foreign power.

Mayor will be able to make laws and do actual Mayor RP without the UNGOC intervening every 2 seconds because the mayor is doing something they don't like.

EDIT: I would like for Rangers to be independent as well but that will probably not happen so making them report to the Foundation since they are called CAF just makes sense IC. The Foundation wouldn't really be able to send them to fight, only to observe and report back.

Rangers in Canada are CAF Reserves so I don't see why they wouldn't report to the CAF.
The reason UN currently takes role is so they stay neutral. Even if rangers were just reserves that ultimately creates a not so neutral group which I don't think is intended for the role.

My reason for them being separate is to create actual RP with them. Say the UN wants to have rangers keep eyes out for infobreaches, they can do that. Them being separate just means its not forced onto rangers

Partially Accepted

As already done on the UK, on the US server, Rangers and the Mayor will be decoupled from the UNGOC.

The Mayor will become independent and will no longer be expected to report to or follow orders from the UNGOC. Rangers will also no longer fall under UNGOC authority; however, they will not be moved directly under the Foundation either.

Both roles may still cooperate with the Foundation or UNGOC through RP, but neither faction will have automatic authority over them. This should give the Mayor more freedom to create surface RP while allowing Rangers to interact with both sides without being forced into a specific faction’s chain of command.

This does not prevent the UNGOC from negotiating or interacting with either role, and it does not make the Mayor exempt from IC consequences or server rules. It only removes the existing forced relationship.
