What does this suggestion change/add/remove:
This suggestion adds a new role for the medical team.

Has something similar been suggested before? If so, why is your suggestion different?
I do not believe so? If so I doubt it's too different but I don't think so.

Possible Positives of the suggestion (At least 2):
As all non-whitelisted departments have a Senior CL3 position I believe this will make the department more aligned with the current status of Site-65
This will also encourage Sr. Doctors to work harder as they have a non-application based role to achieve, one where standing out is the way to get into.
I think it'll bring a breath of fresh air into medbay, change up the gameplay loop and give other personnel within the foundation a good picture of medical.

GSD has SGT
RSD has Specialists
Medical needs Registrars!

Possible Negatives of the suggestion:
It may or may not cause current consultants more things to worry about and think about however I think it's in a good way as they'll also have to pay more attention to the individuals and connect more with Sr. Doctor's!

Based on the Positives & Negatives, why should this suggestion be accepted:
I think this suggestion should be accepted because it allows medical to have a larger gradient of a CoC, Consultants rarely main medical and have other roles, other RP storylines, and other things to take care of, I think with a Snr. CL3 role we could easily shave some stress and work off of their plates by for instance having the Snr. CL3's do licensing.
It also makes the committment to the department for an unsure person less burden-like, for instance if someone wants to pursue a career (CL4+) in medical maybe they're unsure on what that job really brings to the table and getting to a Snr.CL3 position first to test the waters of what CL4 could be like without having to apply and go through that process I think is a good thing :D

So like...what is the role gonna do? Specialists have a specific job and grants and so do sergeants, what's the MD CL3.5 gonna do?

I think with medical, it'd make more sense to have Trainee -> Doctor via medical licence, then Doctor -> Sr. via some kind of whitelist. Doctor and Sr. Doctor are literally exactly the same, except the latter can get into LHCZ and surface, which isn't very useful for them most of the time. Making Sr. whitelisted would make it actually be worth something instead of just something everyone gets because they played Engineer for a bit or whatever.

In the US at least, only seniors and above are able to preform pysc evals, preform anomoly welfare checks, and they mostly do the surgeries

My thought with it was for it to function as a sort of Junior Junior CL4 / Senior CL3 / CL3.5
Obviously i dont mind if this is partially accepted and changed up by content but my point is right

It'd smoothen the transition from Sr.Doctor to Consultant, it'd allow people to take on slightly more advanced tasks.
Since it's a WL role what content could do is on the clearance knowledge sheet remove Snr.Doctor's knowledge of SCP-500 and make it for the Registrar role to know, that way only whitelisted trusted individuals have access to that information and again gives a point to reach in the medical department.

Because then you can give some Junior CL4 responsibilities to the Registrars (my suggestion for the name of the role)
And this is a GREAT thing in my opinion, why?

A) The Snr. CL3 individual gets to experience some practical usually CL4 tasks which helps them acclimate themselves to the role they probably will pursue and it helps them stand out and prove themselves rather than just existing and applying for consultant one day.

B) It helps the actual MLT that's available put more focus on quality RP creation and participation rather than running around 24/7 doing peoples licensing. it lessens the load on them!!! And this is GOOD! :D

Well it has an RP purpose!
it does work in gradual steps such as doctors not being able to solo a surgery but Seniors can. They dont function exactly the same in RP as they have different tasks! I think it is useful because it allows you as medical to depending on your mood play 2 different roles. You could either be a normal doctor hence avoiding psych evals and surgeries as youre IC not qualified to do them, or a senior doctor and then do that sort of RP. its basically a gradual step up (arguably its also a clearance thing as at Snr. doctor u get SCP-500 information)

I thought about suggesting that senior doctor becomes a WL but the issue with that is that it loses a lot of purpose and puts more load on beginner doctors who are new to the server. The point is that with a good division of tasks and responsibilities you allow a department to breath more and players to choose what kind of RP they would like to IN CHARACTER be eligible to do, sometimes youll see an O5 playing a janitor because thats just what he wants to do on that day, ykw i mean?

Yes but what exactly are Registrars going to do? What is going to be there specific job? Also, on the US any CL3 has knowledge of what SCP-500 is and what it does

Idk about the other Medical Leadership of UK/US, but I would personally love a new medical role. Sure, we just got a Lead Physician role, but so did the other 2 core dpts. A leadership CL3 role (Like Sergeant and Specalist) could help with more people wanting to play medical, which at the moment is a problem on US with needing more CL3s members staying, and also help Sr Doctors (Or the other way around) with common tasks, because sometimes it can become a little too much for them when, for example, "All of 10 Nu-7 on site come into medical requesting a Pycheval for being exposed to 323, when theres only 2 Sr Doctors and a Trainee." And to be honest, I think this role would be better than having Pharmacist. Yeah, I said it, its a unused job 90% of the time.

This was rushed, so sorry if it sounds like yap and there was probably more I could've added.

Would be a positive to have another step in the regiment so you dont just awkwardly jump to consultant just like that.
Plus more senior position than snr doc but less senior less consultant where you are getting slightly exposed to hierarchy responsibilities might benefit in the long run allowing members to show if they can or can not handle the responsibility.

Edit: I have to agree with the request to have the specifics of the role be more outlined so its easier to understand what the role will do if it was was to be released.

- Participate in MLT meetings
- Do licensing for Trainee's
+ senior doctor duties.

I think those 2 additions will take a huge load off of MLT's backs and allow the trusted personnel which get the WL to experience a glimpse of CL4, by extension it gives CL4 more time to come up to creative RP and ways to help the department grow :D

I agree medical needs a CL 3.5 role, I also agree that medical isn't like the other departments where it'll be a clear cut and dry decision on what this new "Registrar" role could do.

In my opinion, medical tends to be one of the more RP heavy departments, similar to Research. It's not like GSD where the roles are pretty clear, you need more creativity. I'll leave the brainstorming up to my betters, but Sr. Doctor >> Consultant was always a weird transition to see, since Sr Doctor has virtually 0 responsibilities whilst consultant gets a roster, does license and now combat medic training, it's a lot.

A nice "introductory" role to responsibilities could help take the work load off of Jr CL 4, and better prepare future consultants to the role they wish to apply for, that way they can figure out if it's something they actually want to pursue or not.
