icl I'm fairly sure the radio is already breaking the law. In the UK, you already need to pay for a licence to play radio music in an open space like a shop or office or whatever, nevermind on an internationally accessible server.

The dispenser cooldown isn't an issue, because I think it's only 1 minute, it's just the fact that during e.g. an SCP breach, you're going to have to either give up on having one, or re-equip one like 10 times because you keep dying to some reality bender insta-killing you or whatever.
