I don't think this server ever specifies why the GOC are in this region, so one would have to be made up. I feel like a high presence of KTE's (Type Green's, Type Red's, Type Yellow's, Type Grey's, even a custom SCP for this server!) on the surface area would give them a reason to be placed... -
