Same issue applies and in theory can be much worse since this aspect is separate on each server which can lead to more confusion. An example is SRU where on US they have armory override but on UK they don't (Which is dumb).

Suggestion would have been better if you applied this to all enlisted. While there is a reasonable argument here just applying this to Nu7 is unfair especially since E-11/DEA/ISD/GENSEC Officer+ would still retain CL3. Edit: To add on if this were to happen where all enlisted got lowered to CL2...
