Currently, 096 pics can also spawn at complete random, and they don't require anyone to be flagged onto 096. There's also some bug with 096 where if someone finds and destroys one without an 096 flagged, then it causes some issue when 096 flags on after the pic gets destroyed?

Pretty sure Yeke directly stated along the effects of investigating this. There doesn't seem to be a ticket for it though and idk how useful that'd be, given the way development works, how crucial this is and that this may be something Yeke (or Auburn, whoever) ends up doing themself.
