I do believe that CI's raid cooldown could be increased significantly, however the root problem lies in CI's lack of a proper gameplay loop outside of the occasional fight on surface and raiding the facility.

Honestly I'd rather see this be changed so where you need to do the lengthy interrogation on someone's dead body to drop their keycard. Seems a bit more balanced and allows people to take keycards for stuff like theft rp etc.

It was ruled previously that SCPs cannot inflict FearRp, even to cuffed people. I dont think this is a good idea, its going to be used to spam out 035 breaches similar to 096 breaches except this is going to be a source of quite literally infinite breach tools for 035 to mass breach. -Support
