I mean, so could Investigator/Senior Agent/Sergeant be. Just a tag in your name. I just want RSD to have an actual ingame progression system supported by server content like the other departments have.

Overrides to CL4 SCP's, ability to credit researchers, etc. With Research being a roleplay-focused department there isn't really much to add in terms of content with a new role. Hell, you don't even really get any new "content" when you get Executive/DoR.
