As it is now, even getting access to any documents is quite impossible due to the biolock on specific cabinets. This is why I want this added, it would make part of the roleplay loop of deepcovers actually possible to complete.

One way you could also just balance this, is by just making the hack level pretty high, or putting a cooldown on it in general.

What does this suggestion change/add/remove: This suggestion would add the ability to "hack" document cabinets bio-locked to GOIs or locked to certain clearances for a random document in the entire cabinet. As it is now, the only way to get documents to steal from other GOIs is taking them off...

I too as a US dea dpt director would have to be neutral on this suggestion, it doesn't hurt much, but you don't see that type of collaboration on US that you see on UK. It just would go unused on US besides maybe calling ISD to arrest someone for something. It could change in the future, but...
