With it now being a content suggestion, I've changed to +Support. Some of these abilities it doesn't make sense and some it does - as long as it's not applied overly broadly, then this makes sense to me.

This would be impossible to enforce as a rule. Make a content suggestion to physically prevent it during that.

As far as I'm aware, OOC access to comms is not a thing for anything except AOD or event roles. They do have access, but afaik they're just not allowed IC to send on that, though SL would have to confirm. There's no rule saying they can't use the comms, it's just an IC thing. I think generally...

Except the attachments part (to my knowledge), this is already a thing. A rifle is quicker to pull out than an LMG, a pistol is quicker than that, and a knife is even faster.

All of this would be solved if they just merged all of the search functionality into the E menu rather than having separate tools to do it for no reason.

+Support imo the normal map one should also be available via dispensers.

Yeah, but you could make it so that e.g. a specific station doesn't work, or that the next person to interact with it will get a shock or trigger a code 3 alarm or something.

Just make it so that the base repairs only applies in your base, and disable the home zone if a vehicle was damaged in it for like 1 minute (or from some other indicator that the base is under attack). +Support. Might need some tweaking, but the overall idea makes sense.
