I think one of the primary issues with it is that his standard attack appears identical to how sampling does, so I think it might cause confusion on that part.

IIRC he has (or at the very least, used to have) a busen burner in his CC. Was mostly for decoration, though, honestly. However, in terms of 'full access,' you didn't touch the topic of sampling. I'd assume 049 should not be able to sample anything as that would have several issues.
