I understand its annoying dealing with breaches but fully relying on a player based trigger for the part of the gameplay loop that has recieved probably the most dev time is dumb.
Even if CI were to breach SCPs every 45 minutes this is still a braindead suggestion, You can't rely on a completely player based event for a very big portion of the gameplay to occur, SCPs are the only thing that seperates SCPRP from any other RP server.
