-Support Foundation has a dedicated job force for facility maintenance, why should they be denied the ability to repair THE MOST IMPORTANT PART of the facility? Combat engineers will only lead to E-11 denying engineers and tech experts since they can have their guys do it instead.

I don't see how this is difficult to enforce staff wise, like you said most SCPs can easily counter someone with a riot shield, I just want it to not a rule against using it (but for SCPs like 682 its fine if that is not allowed

Annoyingly, SCP-106 DOES have a unique effect for using the beam on it, but you can't pacify -> destroy it without breaking server rules (since you can't cuff/weaken it with chemicals)

Overall frankly if we were to make civilians a 'proper' sub faction, all that means is that we will have the other GOIs have a major thorn in their side as anyone remotely competent can easily get infobreaches
All the -support stems from that CI juggs 'needs' this to face against Foundation, but;
1) Nothing stops Foundation from doing the same thing
2) Against other GOIs like GOC, which don't have the large number of combatants, makes it too oppressing
