There is a timer in between 150 and 300 seconds (not sure which) of whenever a scp spawns. The tool takes atleast a minute or two to use.
There is a priority list of which scps to go for first (035 is almost at the top of that), if 035 breaches and you get a hacking alert your training should...

SCPs that can't die can be held before recontaining (which frequently happens if scps are going up or down HCZ checkpoints)
As you said scps arn't allowed to camp, so just report them if they sit in a location for over 5 minutes.

this turns into a nerf on every hostile faction, dclass, ci, goc. it will now almost be impossible to kidnap.
Its not that hard to hide the keycard (or insta swap to keys), seems like a pointless.

The only thing you can take away *now* is communications. Cyanide can't be stolen/stripped and only stopped by a gag. Weapons need to be used with a weapon checker (else its powergaming)
Stripping head cam would be nice.

Yep, thats why the dev team is needed for this.
Same way you get on the job is the same code they should use to refund. Instead of a timer being needed they use a command.
