    The 60 pop limitation is to breach tools, hacking's limitation is 3 SCP being breached They shouldn't punish people for mass breaching as D-Class since thats not something that exist in the rules, if they don't want D-Class breaching during low pop, just make a hacking limitation like breach...

    the containment method would be fine as long as they restrict multiple people trying to hack him at the same time, its broken since they just cycle hacks until they get a easy solvable one and its done under 60s of course a single man hacking cant do this or he would risk losing too much time...

    I mean dclass quest giver should have a big overhaul of quests, most of them are either almost impossible (kill a MTF unit or come back from an experiment with a syringe with scp blood or the scp room tracker one) or just not worth the reward (almost any keycard one)

    As you said minmaxing breaches is already done, either by CI or by SCP players themselves, i can assure you i have never seen a 457 breach via hacking for example... Its something they can't avoid and shouldn't fight too hard or they risk wasting time, resources and their own sanity, people...
