I don't see why you think D class would be able to use the tool because, in the suggestion I listed all the jobs that I thought should have the tool and D class wasn't one of them.

In order for people to do that they would need to do a fail raid which is a different issue.

The tool is only meant for raids and can only be used of opposing factions to prevent documents being stolen by people on the same faction, so if you manage to do a riad and steal all the documents on floor 3, as far as I'm concerned that is fair game.
