Walter is easily the most present commissioner. And that presence is a positive one. Walter becoming ISD Director has great potential for a positive impact on ISD that's why I'm supporting this application. +Support
I do.
The big thing I do miss is the old RSD on USA, there were constant substantial tests and more passive RP. It was less breaches and raids.
I also miss the novelty of many of these things, I remember playing for the first time and going on tests, where you actually didn't know what each one...
-Support on suggested implementation.
+Support as a general idea.
Spike strips would be good for the Rangers as a default item. And I could see a niche use for spike strips for foundation and GOI (civs that you don't want to blow up), but not as a default item, rather as a item pickup. AA or...
+Support The elevators are faulty, I've seen foundation staff get stuck too. This problem is further enhanced when many are in the elevator during mass evacuations. Leading to completely unnecessary deaths from warhead and SCPs.

I honestly think all departments should have a Cl3+ job that can be granted to those who prove competent. It helps with a sense of progression. GSD has Sergeant, ISD has Investigator, DEA has Senior Agents. I don't see why RSD should be left out, RSD is the backbone of RP on these...

Non Trustee Class D only have 3 things to do really, Test (Often suspended by a code or nobody is testing), Gather Scrap, And Riot. (Chess too I guess.). Riots are so frequent partially because there isn't anything else to do.
Reworking D-block in order to have more things to do and in...
+Support if implemented as a in-game mechanic. Combat repairing can be very annoying to fight against (Although I think tire and track repair should remain). I don't want this as a rule as it can't be enforced that well.
I quite like the bonuses presented.
Money for low risk and Trustee makes sense, Class D don't get a salary outside of the dispenser in D-block and/or XP depending on who credits the Class D.
And For high risk and Escape Risk I think a bonus on quests would be good.

I recall when Advil Smith was getting recruited to Agent before my hiatus while I was an agent myself, returning to Walter Smith was strange to see; It took me a couple of days to realize it was the same player.
It is of my opinion that Walter Smith is the type of person that seemingly...

Though I think the Scranton itself should negate anomalous chemical effects.
Chemicals can be quite powerful without a proper counter play for many of them. Even more so with anomalous chemicals.

I recently suggested Mr Deeds in the 860 replacement ideas thread. I think it would be a great addition.
Also I love 131, (My favorite friendly SCPs, But I've never been able to think of a good gameplay loop for 131.
(The format is there for a reason though.)
I suppose my concern is more with where the player playing as Mr Deeds would be doing until the bell rings, and how that would factor into the game-play. Even if not tasked with anything, all of the passive SCP's can wander around instead of sitting in a CC. Your first idea could work with a...
