Denied 912 Rule Change

What does this suggestion change/add/remove:
Remove 912's ability to enter D-Block unless there is an actual sweep not JUST a Code 2.

Possible Positives of the suggestion (At least 2):
Riots can actually happen without GenSec just sending in a 10k+ hp machine that D-Class can't do anything about.
Slightly evens the already incredibly one sided playing field between GenSec and D-Class.

Possible Negatives of the suggestion:
Stronger riots?
912 can't farm xp anymore.

Based on the Positives & Negatives, why should this suggestion be accepted:
Positives of D-Class gameplay outweigh 912 copuim.

Even under order 912 shouldn't be camping IN D-Block.

Thanks for taking the time to make this suggestion.

The main gameplay loop that we aim for is testing and research. D-Class already proved to be a considerable foe against GENSEC personnel when rioting, and therefore this suggestion would make 912 useless in a sense. Code-2s are usually only called when sweeps are in progress or are in briefing.
