What does this suggestion change/add/remove:
- Add a second 966 (same breach que, like the 939s / 9000s)
- 966s are unable to go through bulk doors.
- HP reduction for both instances
- Removal of both breach tools

Has something similar been suggested before? If so, why is your suggestion different?:
Not that I have seen.

Possible Positives of the suggestion (At least 2):
- No more silly 966 being able to get from HCZ to Lobby within 2 minutes of breaching
- An actual chance to fight 966 without finding him for a second just for him to run past a bulk door and have to spend another 15 minutes to locate him again.

Possible Negatives of the suggestion:
- This in theory could back fire, result in much longer breaches but ill explain why i dont believe so below.

Based on the Positives & Negatives, why should this suggestion be accepted:
To begin, I don't believe any of these changes would actually cause any issues as it balances everything out. With the ability of walking through bulk doors removed, 966 will be stuck (likely in HCZ), which I don't see an issue with as normally he'd be able to literally walk AROUND the tesla gate at primary or run past the turrets in time at secondary. And the second instance allows him to have a partner in which they can stealth and silently take people out with (together, or split). The Reduction of health would be for the fact there is now 2 instances, and the removal of breach tools as just like with the bulk doors, they can easily avoid everyone and just hide in a CC , usually in a blind spot, resulting in a breach.

Overall, i think this would make a 966 breach a lot more enjoyable, and manageable, even with other scps breached with them. They still are invisible to the naked eye, and still can act like a silent killer with ease.

Seems good.
966s are unable to go through bulk doors.
+/- Neutral on this specifically. If the HCZ bulks are closed than that just traps 966s in HCZ with nothing to do - Which is fine during a large-scale breach at high pop (because eventually the bulks will be opened and either they'll be fought or otherwise will just be able to leave), but at lower pop hours when people are just closing bulks for fun or w/e, it'll just suck.
HP reduction for both instances
No. 966 is already super weak as is. This wouldn't be necessary.
Removal of both breach tools
Alright.

+Soft Support with caveats
