A Issue With Any CG Associated Server

[Divisions]

After not playing in a while, I'd thought I'd return to CG, however whenever I join this is what everything looks like...
It's not exclusively CG because I tried CC and somehow that was even worse, however another server works just fine, any ideas?
I've tried the ideas below:

1. Re-joining the server/s
2. Relaunching GMOD
3. Verifying files
4. Downloading the content packs for all the civil servers four or five times
5. Restarting PC
6. And finally uninstalling GMOD and everything with it, then downloading it all again

- change graphics settings until it fixes
- make sure downloads are on
- delete cached downloaded stuff
