What does this suggestion change/add/remove:

Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
[it will be able to have 049 contact site advisors, ethics, scientists, ect, to tell them he has an experiment ready or other messages that he needs to tell people in a way that stays in character in a reliable way as waiting for a tech expert to repair the door and trying to have them go fetch somebody is not a reliable way to contact higher site personnel. it will also be an easier form of communication with 049 instead of needing to come all the way down into heavy containment to speak to 049 as somebody like a site advisor or ethics can just call him from his phone or vise versa]

[I dont see much, apart from maybe some people will do 049 prank calls/trolling which maybe annoying, but this can be solved by hanging up the phone and/or restricting where he can call]
Based on the Positives & Negatives, why should this suggestion be accepted:
[it should be added as it would be a reliable way to contact personnel that 049 has a experiment ready or other messages 049 feels needs to be passed to a higher personnel such as requesting passive breaches or ethics, and furthermore, would be able to talk over the phone instead of having to have somebody come ALL the way down into the heavy containment zone if they are busy (site advisors are usually busy for example)]
