What does this suggestion change/add/remove:
adds a large syringe that holds 1 litre and takes 250mls per sample but is only purchasable by chemists for 2k

The point of a verbal warning, is litterally in the name. It should be very rare for a verbal warning to even be given. It should only be given when the player is relatively new, or if the offence is so minor that even someone that reports everyone wouldnt even care, like first time mixing.
