What does this suggestion change/add/remove:
Adds a radio channel to all foundation combative, Site admin, and FCOM jobs. (Frequency controlled by SA/FCOM/Dpt./Reg. command.)

Possible Positives of the suggestion (At least 2):
- Allows better coordination between different combative departments during raids/breaches without needing to rely on text comms.
- Reduces chatter in text comms during raids/breaches, allowing non-combatives to receive instructions more easily.
Possible Negatives of the suggestion:
- Frequency list clutter?
Based on the Positives & Negatives, why should this suggestion be accepted:
One of the biggest issues in dealing with raids and breaches is the inability to communicate effectively. With GSD, DEA, Nu7 and E-11, there are 4 primary combative departments (plus ISD and A/O-1 as secondary combatives), each with their own TS and radios. Relying on people to stop what they are doing to type in a text channel that is likely to be ignored vastly weakens the ability to coordinate across the foundation as a whole, and poses notable risk to the individual attempting to communicate. Adding a radio channel allows players to coordinate better, and can easily be switched or muted if there's too much noise.
