Accepted Add comms for rangers

What does this suggestion change/add/remove:

Add /pd or /ranger comms for rangers, because /c is for all civilians including MC&D, and also put the mayor in the ranger comms.

Possible Positives of the suggestion (At least 2):

+ Rangers don't have to type <PD> in every comm message
+ Some new people play civilian before foundation, and might get confused by the <PD> ??? cant think if any other reason, just a quality of life change.

Possible Negatives of the suggestion:

- Might take a little longer to implement if department comms arent implemented for non-foundation characters maybe?
- No reason not to add this

Based on the Positives & Negatives, why should this suggestion be accepted:

Civilians never get any love from devs or staff, just a QoL change that would be neat.
