What does this suggestion change/add/remove:
Give Department of External Affairs Infiltration missions on UNGOC and CI, like what UNGOC currently have missions-wise
Possible Positives of the suggestion (At least 2):
Unlike CI and GOC, foundation have less firepower and HP plus both their bases are like trying to do a full frontal assault on a tube of smarties, also unlike in character infiltrations this may create confusion unless this is somehow clarified in OOC - but then again when UN and CI are doing them in the foundation, it's the same for them and its been fine for them as of so far.
Based on the Positives & Negatives, why should this suggestion be accepted:
Not only this provides the one department dedicated to all external threats another thing to crush but also it would encourage activity and engagement from UN and CI. As a seasoned Agency Manager in DEA I think this would be a fun addition to the server.

- Gives CI and GOC another reason to be more active as it would be an additional threat to their bases
