What does this suggestion change/add/remove
This will add access for AO CO's to spend warfunds on Items E-11 and Nu7 can purchase.

Possible Positives of the suggestion (At least 2):
Allows AO to assist E-11 and Nu7, when none of their CO's are available.
Gives AO the ability to conduct operations using equipment from warfunds.
Possible Negatives of the suggestion:
Possible abuse of warfunds by AO.
Based on the Positives & Negatives, why should this suggestion be accepted:
Following the Emergency Manager COC, AO CO's fall close to the top. This would allow them to properly take on this duty and use foundation resources to achieve the best possible outcome during the emergency. With the negative i stated, I would like to bring up that we already have access to send Warfunds to GOI, for negotiation purposes showing that we are trusted with them.
