Rule Suggestion Allow Delta Command CI to put docs on their Ci-net

What does this suggestion change/add/remove:
This change removes the restriction on ci net that makes it so a admin is required to use it and allows delta command the ablity to put docs on cinet without hassle

has something similar been suggested before? If so, why is your suggestion different?

could be abused (but it also is delta command only so)
could cause lag (idk anything on the server can cause lag so)
Based on the Positives & Negatives, why should this suggestion be accepted:
its honestly kind of stupid in general that ci cant submit docs to their net themselves

The reason Delta Command cant put anything on SCIPNET, and that its SL+ approval, is due to a bug.
Idk how it works, but basically if CI Delta Command could accept Docs onto SCIPNET, any CL4 could do so, even if they aren't a CI CL4.
^This also applies to UNGOC im p sure, so dont leave them out.

As Niox said, this is a bug with the system, not intentional to my understanding. This is not a rule either, just an issue with code.
