Allow for the Department of External Affairs to recruit civilians for the foundation

What does this suggestion change/add/remove:

This suggestion adds the ability for the DEA (prob Special Agent+) to recruit for the foundation as depicted in lore.

Class-D The DEA would be able to recruit civilians who have a arrest warrant or being arrested by rangers for a crime can be given a offer to work for the foundation as a Class-D for 30 days (30 mins - 1 hour)

GENSEC, allows for DEA to recruit rangers to the security department and a cadet (they can be promoted by CPT+) and they will become a ranger again when they leave or resign and they will lose all their memories with it being replaced by memories of them working a day job

Medical, DEA would be able to recruit medics on surface as Triannies and they could get promoted with consultant+ approval. Same leaving as GENSEC

These are some ideas for the DEA to recruit if this does get accepted recruits from the best on surface (No minges)

This change adds a new level to surface RP (which has been lacking) as well as giving the DEA more separation from Nu7

On UK, I have already done this once, and plan to do this quite frequently. Due to the keycard printers existing, the only thing that I needed was a quick sit to get them onto the trainee model. All else was handled IC. There are some game limitations, mainly the fact that bio cards can't be picked up by them, hence it gets a bit more complicated, but you can do everything on your own, with only needing a sit for a model change.

GOC and CI have started doing this for certain things, might as well do it for DEA too. Its an IC thing that you need HMod GM + for though
This could be acomplished without staff assistance at all. A permaproped gmobjective for example is a possibility (I Have an idea on how to set that up) and keycards wouldn't be required unless they want to be hired into staff for some reason, in which case SA/SC areas likely have a printer spare
 
It make sense for ci because its a terrorist organization and goc because its somewhat public.
As for the foundation they won't go to a civilian to give them a job because it would violate the secrecy of the foundation.
Also what stops the civilians from telling the Para watch the shit they learn from a special agent
alot of times the civilians will just use this to their advantageous to minge

Please read about how this has already been done IC with it fully working IC with all risks acknowledged and handled IC. The suggestion is basically meaningless, but I won't have it that we can't do it 😭
