Denied Bodycam Changes

What does this suggestion change/add/remove:

This suggestion seeks any or all of the following:
  • Minimum clearance to dispense Bodycam: CL1 -> CL0

  • The necessary adjustments required to allow the following SCPs to equip bodycams:
    • 073

    • 22415 (All 3)

    • 8837

Has something similar been suggested before? If so, why is your suggestion different?:

There's a currently active suggestion from Jack Raider made in the wake of the Bodycam changes before last that asked for the changes made in the last set of Bodycam changes. While that does ask for the Bodycams to be reduced 1 clearance level and it has since been done so, I am asking for it to be reduced further, for somewhat similar reasons.

This is also technically a direct re-opening of the ongoing D-Class Ethical Treatment Discussion with a new solution.

Additionally, I am putting forward the possibility of heavily RP-focused SCPs being allowed to use Bodycams.
Possible Positives of the suggestion (At least 2):
  • By virtue of being able to access Bodycams by themselves from Inner D-Block, D-Class may now properly engage with the D-Class/GenSec/ISD gameplay loop regarding ethical mistreatment of D-Class as intended, without being virtually forced to break server rules to do so.

  • Increased RP opportunities for D-Class and/or select RP-heavy SCPs.

Possible Negatives of the suggestion:

  • With the current dispenser implementation, to my current understanding requires someone with FTP access to make the clearance change.

  • The RP created by implementing the ability for select SCPs to use it does not warrant the effort it would take to do so.

Based on the Positives & Negatives, why should this suggestion be accepted:

In the past, GenSec killing complying, non-resistant D-Class outside of D-Block has been deemed an IC issue. However, with the addition of Bodycams as a dispenser item behind clearance and their required usage as a rule to prevent metagaming, D-Class have no way to properly initiate ethical treatment roleplay with ISD in a way that complies with server rules, as without a bodycam and footage, ISD can't do much about GenSec mistreating D-Class. This results in a less friendly environment towards newer players, as they can potentially feel helpless against GenSec that can basically attack them with relative impunity. The easiest solution here is to allow them access to Bodycams to give them an avenue with which they can potentially hold GenSec to account. It can't realistically help with them killing complying & non-resistant D-Class outside of D-Block, but it can help put pressure and gives an RP-centric method to push back against IC mistreatment. It may also make GenSec players more wary of D-Class and wean them out of that mentality, which in turn restores the balance.

As for letting those SCPs use bodycams, if you can easily do it, why not? These are RP-centric things and it'd be lowkey kinda fire for an RP to provide footage used in something like a tribunal. You should really be improving the access of these things overall, they only serve an RP function and anything that encourages more RP is good.
 
I don't see how the foundation would realistically source thousands of body-worn cameras solely for D-Class test subjects
Same could be said for literally every other thing in this equation that could be construed as a resource, including D-Class themselves. They don't grow on trees either, so it'd make sense that, while the Foundation would want to keep them under control by any means, would also want them... You know, in the appropriate condition for testing and not dead where they otherwise didn't need to die, because some GenSec decided that blasting a D-Class was easier than going through the proper protocol. So it makes sense that they would want some measure to keep GenSec in check. This how you do that.

...I'd really like to know what a D-Class could do with a bodycam that would pose any significant threat, compared to the other material they would normally receive in D-Block.

i thought dclass could use clips ic under the guise of "cctv footage"

Thanks for taking the time to make a server suggestion.
The Content Team has chosen to deny your suggestion due to the following reasons.

Reducing the dispenser level for the bodycam to Cl0 for D-class is not necessary, and this will cause an increase in entity count. Farming for a Cl1 keycard can be done within 5 minutes of scavenging for scrap. We also believe that adding bodycam to SCPS isn't needed.
