What Ethics Committee role are you applying for, and why?:

I am applying for the role of Ethics Committee Member as ever since I originally joined the server in 2021 I have wanted to become a member of Site Command so that I am best able to encourage better roleplay on this server and make other user's experiences as enjoyable and interesting as possible.

In my time on Site 65, whether it be as a Captain, a Chief, an ECA or even as an Exec or OSA as far as a year ago I have always done everything in my power to try and make the roleplay experience more enjoyable for other users and I believe that being one of the servers main roleplay leaders could help this.

What makes you the best candidate for the Ethics Committee?:

Leadership Ability

After being a Captain for 1 month, and then a Chief of Security for another 3 months after that I believe that I have developed my skills as a leader by pushing my staff and myself to work as effectively and efficiently as possible as well as being able to efficiently deal with situations on Site (and also in OOC work, such as writing documents). It is because of this that I would like to say after being one of the 2 Chiefs of the main combative force in Site 65 I have learned how to effectively enforce rules and laws as well as lead large amounts of personnel with minimal issues. Furthermore I have been able to keep interdepartmental relations healthy.

Documentation Skill

During my time as CL4 in GENSEC, despite being known for being about the furthest thing from documentation-work I have created and managed documents, both in Site 65 and also externally and I believe that I have developed this skill to the expected quality of an Ethics Committee Member.

Enforcing Ethics & FLC

As a Captain myself and one of the Chiefs of Security at the time created guidelines for punishing FLC breakages using PTs rather than exclusively job bans and arrests, shortly after this document I became the Chief of Security. In June, just days after the creation of the guidelines created by myself and Neptune GSD was given an ethical rating of '2'. In July, 1 month after becoming the Chief of Security and around 1 month after the guidelines were publicised GSD was given an ethical rating of 8.8, which has kept quite stable going to 8.4 in August with a small dip to 7.4 in September, the month of my LOA.

Roleplay Creation

Ethics Committee Members are considered roleplay leaders, and as such should be skilled at creating roleplay situations for players on the server to enjoy. During my time in this server I have gained a lot of experience in creating my own engaging and interesting roleplay situations, whether it be for the site as a whole, Gensec or just for a small handful of people. Some examples of roleplay that I have created are:

  • Turning D-Class into confidential informants for GSD in exchange for rewards such as being able to go on a patrol around site with an escort.
  • Giving D-Class job-assignments such as cook or receptionist (before the D-Class Work Program).
  • Personally showing RRT new patrol routes that are created rather than just dropping them a document and letting them figure it out themselves.
  • Handful of events as a gamemaster, or more recently as an Event Team member.
  • Recruitment of new D-Class from surface with DEA, Nu7 and some GSD.
  • The ongoing extension of the D-Class work program alongside ECM Charles 'Ze' Whitmee.
Activity

CL5 Personnel on Civilgamers SCP-RP servers are always expected to maintain a reasonable activity so that they can actively create roleplay. Ever since re-joining the server in May 2023 I have maintained a large level of activity and have a very active presence in the community , whether that be on the forums, TeamSpeak, in game or on Discord.

Understanding of Ethics and the Committee

Overall on Site 65 I have learnt about the Foundation's view on ethicality, whether that be through means by learning in game, as O1, an ECA or by reading the SCP-Wiki I believe I have a good understanding of how the committee works and how they view ethics. This is of course of vital importance for a Committee Member to understand.

What are the responsibilities of the Ethics Committee in RP?:

RP Leadership

CL5 Card holders are considered roleplay leaders and should actively be making sure that fresh RP situations are being created on the server than can improve the gameplay loop for players on the server, especially those of them that are new. This can be done in many ways but some of these are: Taking O1 on patrols, testing on SCPs, ensuring that D-Class are humanely treated and interacting with site staff.

Authorisations

One main part of The Committee's responsibilities in RP is to approve many different things, some of these are:

  • Mass termination of D-Class, to be used when there is mass-panic situations involving D-Class such as large Code-2s where D-Class have become heavily armed and cause a large threat to the foundation, SCP-049 breaches where D-Class are actively supplying 049 with 'subjects' or anything to a similar degree.
  • Research Experiments such as 008-2 test, 914 tests which use biological material, tests which use 3+ D-Class and many more.
  • Advanced Armoury Authorisation, to be given in certain situations where a large-scale code 5 has become out of control.
  • Code Black & Alpha Warhead, to be used when a Code 5 has become so out of control that it is the best choice of action to evacuate non-combative staff from the facility until concluded, and the Alpha warhead to be used when a Code-Black has advanced to the point where there is no saving the site, for example a quadruple breach in which ERT has failed and no progress is being made.
Complaints against CL4 foundation staff

Foundation staff who wish to file a complaint against a CL4 colleague/supervisor may choose to report this to the Ethics Committee, ECMs and the ECC should deal with these types of complaints to ensure the foundation is running properly with CL4 who follow the FLC.

Organisation & Holding of tribunals for CL4 personnel

It is a major part of the Committee's job to organise and host tribunals for CL4 foundation staff who are accused of violating parts of the Foundation's Legal Codex or acted in an unethical manner.

Departmental Reviews

The Ethics Committee also holds a major part of each department or MTF unit's monthly review, in which each ECM and the ECC will be assigned to different departments, which they will audit and give a rating of performance and ethicality.

Management of Omega-1 and ECAs

While the Ethics Committee does not manage the entire site as a whole, their main management position is over Omega-1 and Ethics Committee Assistants. ECAs and O-1 directly work under and with the Ethics Committee and it is therefore the Committee's job to manage when and where O1 are deployed and what ECAs should be doing while on duty. The possibilities for roleplay are vast when thinking about using Omega-1 and ECAs to assist in creating RP.

Management of the Internal Affairs Department

While the Ethics Committee indirectly manages every department on site, they directly manage the Internal Affairs departments, as they choose the Directors and perform reviews and overviews of the IA department.

The Foundation Legal Codex

It is a major role of the Ethics Committee to make changes and additions to the Foundation's Legal Codex alongside the O5 Council. The FLC is a set of rules used primarily by IA to enforce good ethicality and behaviour on Site, and it is also a fact that it encourages good standards of roleplay in the server, so must be held to a good standard.

What are the responsibilities of the Ethics Committee out of RP (e.g. what applications do they handle?):

Ethics Committee Members

It is a part of the Ethics Committee Member's job to assist the Chairwoman in the verdicts of applications to join the Ethics Committee

Ethics Committee Assistants

It is a major part of an ECM's job to decide which members of foundation staff to elevate to the rank of being an Ethics Committee Assistant, as they will work closely with them in the future.

Director of Internal Affairs

Just like how the Ethics Committee Assistant works extremely closely with the Committee, so will the Director of Internal Affairs, which is why it is the role of the Committee to decide which members of the Internal Affairs Department, usually ambassadors, to elevate to the rank of Director.

Please give some lore about your Ethics Committee character and what storylines they would be involved in:

You've got an excellent application. I've seen you numerous times online recently. Plus, you seem to be actively creating RP situations, which is great. You've also got Senior CL4 experience, which is definitely helpful. Honestly, not much to complain about here, I think you'd do well as an ECM.

Research Experiments such as 008-2 test, 914 tests which use biological material, tests which use 3+ D-Class and many more.
Just as an FYI, SCP-914 tests using biological / organic material requires Exec. Researcher approval, not EC approval. Human testing is DoR approval.

Overall I would say you are an excellent applicant for ECM, you have a good understanding of the role and have a good amount of experience as a Sr. CL4. Throughout many interactions you come across as professional and competent, with this your application is also immensely detailed in the different duties of ECM as well as providing some very interesting lore that seems unique and overall good.

Best of luck,
Falcon
