Real talk, let's just add cameras to the dispenser and remove them from all loadouts afterwards. Make it like CL2 or smth
Surface jobs with no dispenser access can use the NPC on the roof of Poundland. Unless US doesn't have that or an equivalent, in which case they should

This would allow for all those who need them to get them without the additional item count.
