Change keycard level requirement of EZ/HCZ

What does this suggestion change/add/remove:
To change the Entrance Zone and HCZ Checkpoint keycard requirements from CL2 to CL3

Has something similar been suggested before? If so, why is your suggestion different?:
Not that I'm aware of

Possible Positives of the suggestion (At least 2):
- Would heavily reduce the amount of mingery/failRP that happens from CL2 staff coming to these areas
- Both areas become a safer and more secure environment due to harder hacking requirements

Possible Negatives of the suggestion:
- Community Backlash from CL2 job players
- Means A-1 have to go down to EZ to bring a tech expert up for repairs, as opposed to them cuffing them from EZ Reception

Based on the Positives & Negatives, why should this suggestion be accepted:
I believe this should be accepted as it will reduce the amount of Mingey Tech Experts/CL2 SCP (SCP-073) players from being in areas they should not be in.

On UK server, this is never really an issue for HCZ outside of downtime when minges already grab CL4s so this wouldn't change anything.

For EZ and F2, they can't leave because it's CL3 past that so surface isn't an issue, and theoretically anyone should be allowed up there because that's where the cafeteria is. That also doesn't actually cause any problems because nobody else goes there except CI and SOP passing through, so the worst that happens is they're out of the way for a while and then die to a CI raid.

However, you forgot that 087 is a thing accessible to CL2 researchers, in the CL2+ zone that is Upper HCZ. How exactly are they going to get to that CL2 SCP if it's behind CL3 doors? We could use more CL2 SCPs in UHCZ, though.

Just as a forefront, this is mainly targetted to SCP players who play 073 and let other CL1 staff in those areas
As much as that sucks it shouldn’t hold back CL2 personal from doing things in HCZ. this would make CI and GOCs job a lot harder for raids. EZ I can kinda understand this change for but for HCZ? That would cut off so much for CL2s to do, especially researchers. Lastly wouldn’t that be considered failRP? since 073 likes foundation and wouldn’t cause any issues on purpose.

Look man, I'm Ex E11. I've been there, having to deal with mingy people coming down HCZ and I get that it's annoying. But this is not a solution to it. It'd just make the map inaccessible to many jobs. As well as meaning that if there was a power failure, E11 would have to wait somewhere to bring techies to reactor

This would only be an annoyance to CI/GOC and would not stop minges from getting a CL4 and doing it anyways

Upper HCZ is an area for Cl2+, only Lower HCZ is CL3 and I believe it should stay that way since a Researcher could very well test on a SCP of Cl3 with adequate supervision thus improving RP.
Entrance Zone holds a cafeteria which is a public area and overall it may be a place that some minges may go too but that's just how every RP server is, we live with this fact+ Tech Experts need to get to F2 to fix doors or even EZ
 
So one of the main points of this suggestion is to stop 073 minges from fucking around in HCZ?
If they're doing that then it's as easy as saying "@ This 073 isn't failrping by directly sabotaging foundation areas and not listening to orders"

Also this inadvertently makes it a lot harder for certain people to do their jobs like Tech Experts and Researcher as then they'll have to be escorted at all times by someone of CL3 which would either be a SR Researcher, a Lv 3 Security, or an E11 of some rank which takes away precious personel from areas like HCZ or LCZ/Dblock to do a simple 10-20 minute long test just because some Researcher or Tech Expert needed and escort to an area they should've had access to to begin with.
