What does this suggestion change/add/remove:
This suggestion would add an entirely new feature into the server, making it so department/regiments have a complete funding system. This also would raise the players money earnings and make the paycheck come in faster OR you can raise the paycheck a bunch and make it only come in every 30-40 minutes. This would remove the weapon and hacking tool upgrades that the server currently has.

• Allows for possible goal setting for departments, maybe long term or short to motivate the personnel to work towards common objectives.

Yes, I'm a bit biased as it's my suggestion but I do think this should be accepted. This system here could truly improve the server and enhance the gameplay. It would give people an incentive to play and earn money, to become more involved within their respective department/regiment and provide assistance. It will bring the personnel together and force them to have to put together funds in-order to continue to grow and do amazing. This system giving satisfaction for those of hard work and allow them to visually see the difference they make in their department.

This would remove the weapon and hacking tool upgrades that the server currently has.
This would add a new device inside of the server that is located inside of all department/regiment bunks. Apon walking up to the device there will be a text above stating "Department Funding System [DEPARTMENT NAME]" and whenever you press "e" you will open a menu. The device and menu looking like the design below. Within the menu you may deposit funds or withdraw (CL4+ are the only personnel allowed to withdraw.) The use of this will be listed later in the thread.
The purpose of this would to be so the server economy is not full of riches, people would have to deposit money to buy better equipment and gear for their respected department/regiment. This also adding so much more roleplay and incentive for the server. Once a department has gathered enough money, they can buy things like upgraded gear/equipment, security systems, etc. Although there is a of max those upgrades, they may only be upgraded a total of 3-5 times (Depending on the upgrade.) An example price structure looking like so:
Simple Upgrade Price Structure
Armor V1 <$5000> (Adds 3 more armor to those of the department)
Armor V2 <$10000> (Adds 5 more armor to those of the department)
Armor V3 <$13000> (Adds 8 more armor to those of the department)
Armor V4 <$20000> (Adds 15 more armor to those of the department)
Armor V5 <$30000> (Adds 18 more armor to those of the department)
Basic Possible Upgrades
These all are basic ideas and could be changed drastically but gives an idea of what is in store.
• Bulk Door Upgrades [Makes the selected bulk more powerful and sturdy, making it more difficult for a SCP to break through it.]
• Armor Upgrades [As listed below, would buff the departments armor value. Not working for any jugs or other already powerful jobs.]
• Hacking Tool Upgrade [When maxed out it will downgrade the hacking level by 1, for example, If the hack is a CL5 and your department has the maxed-out upgrade then it will only be a CL4 hack. [ONLY FOR THAT RESPECTED DEPARTMENT]
• Vehicle Upgrade [Allows for more armored vehicles but not too overpowered. Also, would make vehicles faster.]
• Healing Upgrade [This would allow for faster medical healing and reviving]
Other Information
• Site Command will have the complete ability to degrade departments upgrade whenever needed. [With SL approval]
• Purchasing upgrades and using withdraws can only be used by the department's leadership team.
• Departments will have the ability to transfer a sum of money to another department in their need. This would require Site Administration approval. This is only a safety precaution to make sure that departments don't abuse this ability.
• Vehicles would also come out of the departments funding, whenever spawned it will cost a sum of money and they will lose money, if the car is returned then some money may be returned but not all.
• Whenever items are dispensed from a member of a department, their funding will go down. For example, if a member of O-1 dispenses handcuffs then the department will lose $100.
• There will be an upkeep for the department's equipment and upgrades, if the department does not have the funds for the quota, then they will lose the upgrade and be in debt. For example, E-11 has upgraded their bulk heads to level 4, and it cost $3000 dollars a day to upkeep, but they do not have that total of money. Then E-11 will be in-dept and cannot buy any other upgrades or equipment until the dept is paid off. If the dept is ignored, then they will be suspended from the system for an amount of time.
• If members of a department assisted in the containment of a SCP, then they will earn a sum of money, and so will the funding system based on how much damage they did to recontain the SCP.
• Each kill of a hostile GOI will earn the department/regiment a small sum of money into their funding system.
• The device would also have the ability to be hacked by any GOI. When the hack is completed (The hack being level 5 difficulty), they will only earn a small some of the money. (3.5%) The cooldown for this being 60 minutes. Following this, whenever the device is hacked it will set off a silent alarm for only ISD, DEA, and NU-7 (The alarm being like the SCP hack alarm that e-11 gets.) GOI's also would have the ability to disable the device for a short period of time.

With this new system, every month the departments money, gear, and equipment would reset. Giving them a fresh start and incentive to play. This would make sure that departments don't just have millions of dollars and have everything maxed out all of the time.
