What does this suggestion change/add/remove:
My suggestion is to add and change some roles in the E&TS department. I think to enhance the RP of the server E&TS should have a new CL4 role. The new role (Foreman) would be able to punish mingy tech experts as that is the go to job to minge. And just like combat medics and IA and ISD you should have a tryout hosted by the Foreman to become a engineer or Tech Expert. Furthermore, they could also be a CL3 role so you would be able to repair the foundation independently. To get this you would need a tryout (hosted by the Foreman.) Another idea is that the pointless meeting room next to the E&TS office could turn into the Foremans office.
Has something similar been suggested before? If so, why is your suggestion different?:

More Role Play for the foundation and less minges on E&TS.
