How exactly does the detonation of the nuke affect RP?

1. When the nuke goes off that means that the whole facility gets removed?
   a. Then why do foundation personnel just go back after the facility gets nuked?
   b. Then why is it FailRP to go into 106/860 to survive the nuke if its basically the same as leaving the facility?
   c. What do GOI do after the nuke removes the facility?
   
   
2. Do civilians know that the facility got nuked?
   a. Do civilians die because of the impact?
   b. Do any news cover the explosion?
   
   
3. Why do SCPs get RC'd on surface but the people don't get killed?
   a. Do ERT/Combatives RC them to another facility?
   
   
4. Where do personnel go to after the nuke removed the facility?
   a. Do they go to a different site or rebuild it?
   b. Do they become regular people?

Its a complete RP reset. It resets to before the first scp breached I believe. Going into 860 and 106 is failRP because technically there wouldn't be a facility to go back to. That should explain most answers
